The ongoing discussion for the reform of the planning system is partly contained in the Levelling Up Bill. Whilst the aim appears to be to speed up the system and deliver more housing it also appears to miss both. The proposed Infrastructure Levy would be another non-negotiable tax, and as it is presently drafted potentially reduce the amount of infrastructure. In the time before this may be enacted viability continues to be of increased importance, with cost inflation outpacing house price growth. The time to challenge viability is now.
